Plants have been over-watered or watered too infrequently. Over-watering can cause root rot and the plant will die a slow death. Reducing watering helps, as does repotting and removing the rotten tissue.
Pest infestation. Mealybugs can infest plants and are seen as fluffy, white specs. A general insecticide can be used for their control. Please always read the label before using any agrichemical.

If the plant is taller than 30 cm you might want to consider staking it to give it a bit of extra support and use tree ties for secure and appropriate holding.
